New Zealand’s betting law changed on 28 June 2025 and most comparison pages have not caught up. Here is the actual position, why you commit no offence, and where each book is genuinely better priced.

Read this first. Since 28 June 2025 only TAB NZ and its partner may lawfully offer or promote racing and sports betting to a person in New Zealand. None of the offshore books on this page is authorised here. The Act nonetheless provides expressly that you cannot be convicted for placing a bet with an offshore operator — the prohibition sits entirely on the supply side. What you lose by using one is not legal safety but recourse: no New Zealand regulator stands behind them.

What the law actually says

On 28 June 2025 the Racing Industry Amendment Act 2025 came into force, having received Royal Assent on 27 June. It extended TAB NZ’s long-standing monopoly on racing and sports betting from land-based wagering to cover online betting as well.

The purpose was economic. TAB NZ estimated that New Zealanders were betting NZ$180 to NZ$200 million a year with offshore operators, money that generated no betting duty, no point-of-consumption charges and no funding for the New Zealand racing industry or community sport. A large share of it was on NBA basketball, a market TAB NZ has never priced as competitively as the global books.

Where the Act places the obligation

This is the part that matters and the part most coverage flattens. It is now unlawful for any person other than TAB NZ or its partner organisation to offer or promote racing betting, sports betting, or other racing or sports betting to a person in New Zealand.

That binds operators and promoters. It does not bind you. The legislation expressly provides that an individual may not be convicted of an offence for placing a bet with an offshore betting operator.

We state this as plainly as we can because a great deal of published commentary has compressed it into “offshore betting is now illegal in New Zealand”. That sentence is accurate about supply and actively misleading about you.

What Parliament deliberately did not do

It did not introduce ISP-level blocking of offshore betting sites. The policy work considered it and rejected it: URLs are fluid, the number of operators is large, and a blocklist is out of date the day it is published. The Act relies on operator liability instead — holding offshore bookmakers responsible for taking bets from people inside New Zealand.

Whether that is enforceable in practice against a company incorporated in Curaçao is a fair question, and the honest answer nearly two years on is that it is largely untested.

What you actually lose

Not your liberty. Your recourse.

  • No New Zealand regulator. The Department of Internal Affairs does not supervise an offshore book and cannot act on your complaint about one.
  • No domestic dispute process. TAB NZ has one; an offshore book has whatever its own licensing authority provides, which in Curaçao is a real but slow process and in some jurisdictions is close to nothing.
  • No harm-minimisation framework. New Zealand’s self-exclusion and limit-setting regime does not reach offshore operators. Their tools are voluntary.
  • No guarantee of continuity. An operator may simply stop serving New Zealand, with your balance in the account.

Those are real costs and they should shape how you use an offshore account rather than whether you do: keep the balance small, verify on day one, and withdraw winnings rather than letting them accumulate.

What you give up: pricing on international sport. Our sampling puts TAB NZ 2.4 percentage points behind the best offshore book on NBA match odds and 2.6 behind on the Premier League. In-play depth is thinner and esports coverage is minimal.

Where the money goes: betting duty and point-of-consumption charges fund the New Zealand racing industry and community sport directly. If you want domestic racing to still exist in ten years, where you bet on it is not a neutral choice.

Offshore books — not authorised, not an offence to use

What you get: measurably sharper pricing on globally traded markets, far deeper in-play, esports, crypto banking, and welcome offers TAB NZ does not attempt to match. On the NBA specifically — the single largest category of New Zealand offshore turnover — the price difference is substantial and consistent.

What you give up: every form of recourse, plus the conversion spread if the book is euro-denominated. Withdrawal caps apply. And the operator is, under New Zealand law, doing something it is not permitted to do, which is a stability risk even though it is not your legal problem.

Where the money goes: offshore. No duty, no point-of-consumption charge, no contribution to New Zealand racing or community sport.

Read the pattern rather than the individual rows. Offshore books are sharper wherever a market is globally traded — the NBA, European football, international cricket, All Blacks tests. TAB NZ is sharper wherever a market is distinctively New Zealand — the NPC, Heartland, the ANZ Premiership, and domestic racing, which is not really comparable at all.

That is not an accident and it is not a judgement about either operator. A European book prices the NBA well because it takes enormous volume on it from a dozen markets and its liquidity is deep. It prices Heartland rugby badly, or not at all, because almost nobody outside New Zealand bets on it. TAB NZ is the mirror image.

What two percentage points is worth

Suppose you turn over NZ$10,000 across a year — NZ$200 a week, modest for a regular punter. A 2-percentage-point difference in overround is NZ$200 a year, paid whether you win or lose. That is larger than most welcome offers are worth after their turnover conditions, and it recurs every year.

Which is the practical argument for holding both: use whichever book prices the market you are betting into, and the difference compounds in your favour.

Why these four, and not the others

The one number worth pulling out: the welcome offers here are clearable and the casino offers on the rest of this site are not. Basketball is the quiet giant

The NBA is the single largest category of New Zealand offshore betting turnover, and the reason is time zones. A 7pm tip-off on the American east coast is around 11am the next day in New Zealand — a morning market, live, with the deepest liquidity in world sport behind it. Offshore books price it at 102.8% against TAB NZ’s 105.2%, which over a season of regular play is a large amount of money.

Netball is the gap nobody fills

The ANZ Premiership and the Silver Ferns are a genuine New Zealand betting interest and almost no offshore book quotes them. Ivibet is the exception, at a 110–112% overround — a wide price you pay for access to a market that would otherwise not exist for you. TAB NZ is better value on netball; it is simply thinner on the range of markets offered.

Esports is where the offshore books run away with it

CS2, League of Legends, Dota 2 and Valorant, with map handicaps, first-blood and objective markets and genuine in-play. TAB NZ’s coverage is minimal. If this is what you bet on, the choice makes itself.

Racing: why this one is not a close call

For New Zealand thoroughbred and harness racing, TAB NZ is both the lawful option and, on the merits, clearly the better product. Four reasons.

The pools are domestic

New Zealand racing is bet into totalisator pools operated here. The dividend reflects New Zealand money and is calculated on New Zealand turnover. An offshore book pricing a Te Rapa maiden is quoting a fixed price off someone else’s market, generally with a wider margin and materially lower limits.

The exotics only exist at the tote

Trifectas, First 4, quinellas, Pick 6 and the multi-leg pools are a large share of serious racing play in New Zealand and offshore books do not offer them. If exotics are how you bet, there is no offshore alternative at all.

The data is complete

Full New Zealand form, sectional times, track conditions and real-time scratchings. Offshore books typically carry a stripped feed and update scratchings late, which on a small field is the difference between a bet and a refund.

Where the money goes

Betting duty and point-of-consumption charges on racing turnover fund the New Zealand racing industry directly — the clubs, the stakes, the infrastructure. That was the explicit purpose of the 2025 amendment.

The international exception

For the Melbourne Cup carnival, Royal Ascot, the Breeders’ Cup and the Hong Kong internationals, both routes work and TAB NZ co-mingles into the overseas pools for the major meetings, which usually beats an offshore fixed price. For a midweek Wolverhampton card, an offshore book may be the only place you can get a bet on at all.

Payments, withdrawals and the currency question

The banking position for offshore betting is the same as for offshore casinos, and the same three things matter.

Currency

Rooster Bet and Bet&Play hold New Zealand dollars. Gunsbet and Ivibet hold euros, which costs you roughly 4.5–5% on the round trip — measured, not estimated. On a punter turning over NZ$10,000 a year that can exceed the pricing advantage that brought them offshore in the first place. TAB NZ is NZD by definition.

Card declines

ANZ, ASB, BNZ, Westpac and Kiwibank all now block or restrict gambling merchant category codes to varying degrees. If your card is declined at an offshore book, that is almost always why. Direct NZD bank transfer, e-wallets (Skrill, Neteller, MiFinity) and crypto are the reliable routes.

Withdrawal speed and caps

Reading a price properly

Three things worth knowing that turn a headline price into information.

Decimal odds are an implied probability

Divide 1 by the decimal price. A price of 2.50 implies 1 ÷ 2.50 = 40%. A price of 1.40 implies 71.4%. Once every selection in a market is expressed this way you can add them up, and the total is the overround.

The overround tells you the charge

A two-way market priced 1.90 / 1.90 sums to 52.6% + 52.6% = 105.3%. The 5.3 points above 100 is the book’s margin. The same market at 1.95 / 1.95 sums to 102.6% — half the charge, for a price difference that looks trivial on the screen.

Best-price shopping is the highest-value habit in betting

Holding two or three accounts and taking the best available price on each bet is worth more over a season than any welcome offer, any tipping service and any system. On a NZ$10,000 annual turnover, consistently taking a price 2% better is NZ$200 — and unlike a bonus, it recurs every year and has no wagering condition attached.

That is the practical argument for holding a TAB NZ account and an offshore account: not disloyalty to either, just arithmetic.

Betting responsibly

Betting carries a specific risk that casino play does not: it feels like a skill game, because it partly is. That makes it much easier to believe a losing run is bad luck rather than a margin doing exactly what it is designed to do.

Three habits that matter more than any tip:

  • Stake a fixed unit. One to two percent of a defined bankroll per bet. Not “more on the ones I like”, which is how a bad Saturday becomes a bad month.
  • Never chase. The impulse to recover a loss with a bigger bet on a worse market is the single most reliable way to turn a manageable loss into an unmanageable one.
  • Keep a record. Every bet, stake and result. Most people who believe they are roughly breaking even are not, and a spreadsheet is the cheapest way to find out.

What is an overround and why does it matter more than the odds?

The overround is the book’s theoretical margin, calculated by converting every price in a market to an implied probability and adding them up. A market summing to 100% has no margin; one summing to 106% has a 6% margin built in. It matters more than any single price because it tells you what the book charges across the whole market rather than on the one selection you happened to look at. A 2-percentage-point difference in overround, applied to NZ$10,000 of annual turnover, is NZ$200 — considerably more than any welcome offer is worth.

Can I use both TAB NZ and an offshore account?

Yes. Nothing prevents it, there is no register linking them, and it is the sensible arrangement. TAB NZ for domestic racing and the New Zealand competitions it prices well; an offshore book for the NBA, European football, esports and in-play, where the pricing and depth are genuinely better. Whether that is the right call is a matter of opinion. That it is the law as at 21 September 2026, and that it is enforced against operators rather than against you, is not.
